After you have crafted at least 30 weapons in camping, you will obtain the nickname, swordsmith. After this, you can visit Kenjiro on the Blood Hawk and he'll tell you about The Supreme Weapon Shop. It's located just east of Gale Canyon.
Only two people actually live here. One of them, Akagi, holds a <Heaven's Secret> and makes the deal to sell it to the player for 1,000,000 G. Simply tell him yes (there's no bargaining) and you'll get the <Heaven's Secret>, assuming you have the funds.
