After you have crafted at least 30 armors in camping, you will obtain the nickname, blacksmith. After this, you can visit Monjiro in Nohl and he'll tell you about The Ultimate Armor Shop. It's located just west of Kravia.
Only two people actually live here. One of them, Gohto, holds a <Heaven's Secret> and makes the deal to sell it to the player for 1,000,000 G. Simply tell him yes (there's no bargaining) and you'll get the <Heaven's Secret>, assuming you have the funds.
