Blaze Wheels will always be found in groups while exploring Drokonia. Additionally, they are only shown once the player enters the volcanic environments. Blaze Wheels are rather easy creatures to defeat (just a little harder to hit than other enemies). Just blow them away with everything you can muster and move on to the other enemies. Just don't waste any AP on them since it shouldn't be unnecessary.
