The difference in this "hound" compared to its downgraded forms is that it's not only obvious to the color change, but it's a lot stronger. They'll also take more damage before falling, and like the Saberwulf, are resistant to wind attacks.
And just like the Saberwulf, the Mad Hound uses the special attack Terror Howl. This move will just put Fear into the party member it is targeted towards.
